Job Overview

The Head of GT Shanghai is responsible for all Group Treasury (GT) activities at ING Shanghai and oversees a team of two FTE. The treasury function organizes risk and funding transfers from the business lines to the Group treasury books, by taking funding from both the local market and the regional ING treasury hub and manages all associated IR, FX, and Liquidity risks through the usage of both IR and FX derivatives. In addition to managing all Liquidity and risk position within both regulatory and internal risk limits, the head of GT is also responsible for managing the local Capital, ICLAAP process, various projects and relevant local and regional committees and management teams. Externally you are expected to engage and develop street side treasury connections in order to maximize ING Shanghai’s market access to all relevant funding opportunities, furthermore you will be the point of contact for local regulatory matters pertaining to Treasury. All in full support of the businesses’ strategic goals.

Job description

We seek a person to manage the GT function in ING Shanghai with two FTE directly reporting into you. ING Shanghai is one of the leading foreign branches in the Shanghai market with an international franchise in wholesale banking for which the bulk of the funding is primarily sourced in the local market with the regional funding hub in Singapore providing a backstop.

As Head of GT Shanghai your main responsibility is to manage the impact of financial market developments on ING Shanghai’s Net Interest Margin and balance sheet. You will support the growth strategy from funding, liquidity, and investment portfolio perspectives by serving as advisor to the ING Shanghai Executive Committee (directly and in local ALCO) regarding balance sheet stability, funding, and liquidity. You will manage the positions in various GT books, including liquidity risk, funding risk, interest rate risk, and cash management. You will be expected to meet DP targets, including P&L goals of the GT books. Furthermore, the GT function is responsible for advising the business lines on pricing and potential balance sheet risks of lending and deposit products. As a member of the functional GT organisation, you will be able to voice local balance sheet concerns at Group level via the GT reporting line, and you will be the main point of contact in Shanghai for the GT Management Team.

An important KPI for the Head of GT Shanghai is to safeguard and expand on available funding and contingency funding sources the onshore China market has available. To this end maintain an extensive external network is required.

Your work environment

You will manage two senior traders and the GT function in addition to maintaining close ties to the treasury functional line and the local stakeholders. You will be based in a country with a large and expanding foreign banking sector, where you will contribute to the growing footprint of ING in both the wholesale banking and Financial Markets. You will functionally report to the APAC Regional head of GT and locally to the Branch manager of ING Shanghai. You will be in close contact with the other local Heads of the GT organisation in the region and local EXCO members to enable fluid and transparent communication and information exchange on the different GT subjects (Interest rate risk management, Money markets and funding, Balance sheet management, Operational strategy).

Your profile

You are a Treasury specialist with strong Financial Market and communication skills. You have a master’s degree and preferably 8-12 years of work experience in Treasury/Capital and/or Financial Markets environment. You interact comfortably with different levels of seniority within an organisation and are comfortable in managing the relationship with both internal stakeholders while also able to engage externally with both the street and local regulators (if so needed). You have excellent interpersonal skills, multicultural awareness, and sensitivity. You feel at ease in a trading environment and perform well under pressure. You have deep understanding of macro-economic factors, how these factors impact interest rates in the market over a long time horizon, and dynamically manage the funding strategy. You always take a wholistic view on managing the branch’s balance sheet.
