As a Head of Non-Financial Risk (NFR), you will drive the local execution of the new NFR
strategy, creating a data driven, risk-based and effective and efficient NFR function. You and
your team will deliver the 2nd line oversight and advice on the management of non-financial
risks in the entity, provide insightful risk reports and opinions to the Senior Management –
enabling well informed risk decision making. You will work in close collaboration with other local
2nd line functions, and in alignment with risk specialists from the Group Risk teams at the
Global Head Office level.


The role is placed within Risk domain and reports directly to the Chief Rısk Officer, on local level
and to the Head of Non-Financial Risk Belgium, on group level (functional reporting line).
The Head of NFR leads the local NFR team (9 people) composed of 2 sub-teams: 1)
Information Risk Management (3 people) and 2) Operational Risk Management (6 people)

Your function will be to :

  • Lead a team of non-financial risk experts, set the standards for their expertise area and take responsibility for developing, innovating and safeguarding knowledge in the field of expertise;  
  • Design, prepare and coordinate programs and projects of the NFR and ORM function, to challenge, advise and support the identification, analysis and mitigation by the 1st Line of Defense/business of non-financial risks;
  • Maintain and raise the NFR awareness throughout the organization and check that the 1st Line of Defense/business is complying with the risk appetite and escalates where necessary;
  • Challenge the risk assessments (on projects, products, processes) performed by 1st line of Defenses and provide advice, guidance and support regarding remediation actions to mitigate identified risks
  • Analyse, report and monitor operational risks
  • Perform Second Line Monitoring (SLM) on control-testing activities performed by businesses
  • Support and assist Senior Management with any operational risk management related question
  • Continuously maintain and foster operational risk awareness within the organization
  • Be a valued though independent partner maintaining regular contacts with various stakeholders within ING
  • Ensure adequate monitoring of Sourcing activities
  • Critically assess and challenge where necessary the proposed steps of ING Luxembourg’s strategic transformation; constructively think along how some elements in transformation could be more optimally designed in view of avoiding or mitigating certain inherent risks

Your profile: -

  • You hold at least 7 years of experience in operational risk management or equivalent risk management functions
  • You have a profound understanding and hands-on experience of non-financial and regulatory risks (knowledge of Financial Reporting and regulatory reporting requirements is an advantage)
  • You have managed teams hierarchically
  • You have advanced excel knowledge
  • You are fluent in English
  • You treasure integrity

  • You are a well structured, automomous, highly adaptative, flexible team player
  • You show assertiveness when you challenge and propose improvements
