The Role

The Head of Compliance, Dubai is the senior Compliance Risk Manager for ING Bank N.V., Dubai Branch, responsible for ensuring compliance with DFSA regulations, applicable laws, and ING Group policies.

The role provides independent second‑line‑of‑defence oversight, owns the local Compliance risk framework and risk appetite, and acts as the senior Compliance authority for the branch.

Reporting Lines

  • Functional reporting line: Head of EMEA Compliance

  • Local reporting line: Head of ING Dubai Branch

Leadership & Accountability

  • Lead and develop the local Compliance function, setting clear standards and safeguarding expertise.

  • Own Compliance risk management direction in line with ING Group strategy and risk appetite.

  • Act as senior Compliance representative in local risk and governance forums.

Key Responsibilities

Risk Appetite & Frameworks

  • Define and maintain the local Compliance risk appetite.

  • Design and maintain Compliance risk frameworks and methodologies.

  • Monitor adherence to risk appetite and escalate breaches.

Governance & Advisory

  • Maintain the Compliance Chart with formal business sign‑off.

  • Embed Compliance risks into enterprise and thematic risk assessments.

  • Advise management on Compliance obligations, risk mitigation, and business change impacts.

Policies, Monitoring & Controls

  • Maintain the local Compliance Manual aligned with DFSA and ING standards.

  • Execute second‑line monitoring and track findings, audit actions, and regulatory issues to closure.

Regulatory & Control Roles

  • Act as MLRO and Whistleblowing Reporting Officer for the Dubai Branch.

  • Act as Risk Manager for non‑financial risks.

Training, Reporting & Regulatory Liaison

  • Deliver the annual Compliance training plan and promote a strong Compliance culture.

  • Report key Compliance risks and trends to the Middle East Extended Management Team.

  • Serve as primary contact with the DFSA, including regulatory queries and returns.

Your Profile

  • Senior Compliance experience within banking or financial services.

  • Strong knowledge of DFSA regulations and regional regulatory frameworks.

  • Proven second‑line Compliance experience; MLRO experience preferred.

  • Strong leadership, judgement, and stakeholder management skills.
